House Passes Seven-Year Terrorism Insurance Extension

On June 29, 2026, the House voted 373-15 to pass H.R. 7128 to reauthorize the Terrorism Risk Insurance Act (TRIA) for seven years, through 2034. NAR sent a letter urging House passage.

TRIA helps ensure the availability of terrorism insurance coverage when it is required for commercial real estate financing. Reauthorizing the program this year reduces uncertainty because insurers are likely to make coverage decisions well in advance of the program's December 2027 expiration.

In a letter to House leadership, NAR supported the seven-year extension and provisions to improve transparency by establishing a 90-day timeline for event certification decisions and updating the certification threshold from $5 million to $10 million.

With House passage, attention now shifts to the Senate, where S. 4395 would provide a straight seven-year TRIA extension. NAR will continue advocating for a timely, long-term reauthorization of TRIA.
