Authorizes such sales directly to a qualifying individual or to a unit of local government or a nonprofit organization for resale to such individual. Directs the Secretary of Housing and Urban Development (HUD) to carry out a program to inform teachers and public safety officers about such program.
US HR 363 2011-2012 Housing Opportunity and Mortgage Equity Act of 2011 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) each to carry out a one-year program providing for the refinancing of qualified single-family housing mortgages it owns through a refinancing mortgage (and for the purchase of and securitization of such refinancing mortgages) in accordance with this Act and the policies and procedures of the Federal Housing Finance Agency. Defines a qualified mortgage as one, regardless of whether the mortgagor is current on payments due or in default, that: (1) is an existing first mortgage for purchase of, or refinancing another first mortgage on, a one- to four-family dwelling, including a condominium or a share in a cooperative ownership housing association, that is occupied by the mortgagor as principal residence; (2) is owned or guaranteed by the particular GSE; and (3) was originated on or before enactment of this Act. Specifies the terms and conditions of a refinancing mortgage, including a 40-year term to maturity and a prohibition on borrower fees. Requires waiver or forgiveness of all fees and penalties related to any default or delinquency on the original mortgage. Requires a GSE to pay a fee of up to $1,000 to the servicer of a qualified mortgage refinance. Prohibits any requirement of a property appraisal.

Directs the Secretary, in exercising such authority, to consult with the Secretaries of Housing and Urban Development (HUD) and the Treasury regarding the condition of housing markets in the area of a base or installation.
US HR 230 2011-2012 21st Century Energy Independence Act of 2011 - Instructs the Secretary of Energy (DOE) to seek to ensure: (1) the availability of 200% of the volume of renewable fuels required to be available in the United States by 2013 under the Energy Policy Act of 2005; and (2) the reduction of carbon dioxide emissions from the production and use of renewable fuels by 25%. Directs the Secretary to establish a loan guarantee program for up to 80% of the cost of a project for: (1) the harvesting, storing, and delivery of agriculture residues for use in cellulosic or traditional ethanol production plants; (2) cellulosic ethanol production technologies that will reduce the initial capital cost to $2.50 per annual gallon, and operation and maintenance costs to 125% of those at traditional corn ethanol plants; (3) advanced biomass gasifiers that can provide specified thermal input requirements for traditional ethanol plants to produce syngas; and (4) scaled catalytic conversion projects to convert syngas to liquid fuels. Permits such loan guarantees for: (1) a traditional ethanol plant only if the agriculture residue products are used as feedstock to replace thermal input requirements otherwise provided by fossil fuels; and (2) an existing ethanol plant only if the applicant demonstrates the potential to reduce carbon dioxide emissions related to ethanol production by at least 75%. Authorizes the Secretary to provide grants for up to 50% of the capital costs of the initial commercialization for certain cellulosic ethanol production technologies.
